Is this logic?
Coalition supports keeping the current marriage definition + Coalition promises to fund marriage counselling up to $200 if elected = Coalition will hand out $200 to fund heterosexual couples (to the exclusion of gay couples).
Or try this:
Coalition values marriage, and will fund marriage counselling if elected + Coalition values marriage, and so maintains the traditional definition = Coalition values marriage, and those who reject the value of marriage exclude themselves from some benefits.
